Call for proposals

The Secretariat will publicize the Call for Proposals via the iBoP Asia website and disseminate information to networks of researchers, policymakers, innovators, entrepreneurs, civil society/grassroots organizations and the general public.

The deadline for submission of applications is on May 31, 2009.

Processing of applications

The Program Secretariat will record and compile all entries received within the designated period for submission.  The Program Secretariat will conduct an initial screening of the applications to check for compliance to requirements and determine their relevance to the research agenda of the iBoP Asia Project.

Successful applicants will be notified and will be asked to submit full proposals.

The deadline for submission of full proposals is on June 30, 2009.

Evaluation of full proposals

A pool of technical experts will be tapped to review the full proposals. Passing proposals will then be forwarded to the Project Advisory Committee (PAC). The PAC will serve as the Selection Committee. The members of the PAC will review and evaluate the proposals based on the following criteria:

  • Clear objectives oriented towards specific BoP issues or problems within the key thematic areas identified
  • Demonstrated need for the proposed outcomes and justified the methodology proposed to reach those outcomes
  • Clearly identifies the group/population who will benefit from the development of the proposal
  • Project's ability to provide unique and innovative solutions to meet the needs of the targeted group (not merely a duplication of existing efforts)
  • Capacity of applying individual/organization to implement and document the project, the proposed innovation and the outcomes effectively within the specified budget and time limits
  • Feasibility of the proposed project
  • Applicability of the results to developing countries in Southeast Asia
  • Sustainability and potential for replication of the proposed outcomes in other countries
  • Clear mechanisms for dissemination of project results and outcomes

The Selection Committee will also give consideration to:

  • Regional diversity and balance
  • Alignment to the overall objectives of the iBoP Project
  • Available funds

Notice of grant award

The final list of grantees will be publicly announced and a formal notice will be sent to the grantees by August 2009.

Disbursement of grants

Awardees will receive the grant funds after completing the required grant application and disbursement forms.

Implementation of research project

Grantees will implement the research project according to the approved proposal. During the course of the research period, the grantees will be asked to regularly submit updates and formal reports to the Grants Program Secretariat and contribute relevant information to the iBoP Asia website.

The Base of the Pyramid

The BoP is a socio-economic designation for the roughly 4 billion individuals who live below $4 per day, living mostly in rural villages and urban slums in developing countries.

Public Value of S&T Innovation

Contrary to popular assumptions, there is the emerging idea of a BOP-centric approach that can tap the market potential of those at the bottom of the pyramid.

About the Project

The project aims to foster innovations that can effectively address the developmental needs of the economically marginalized sector in the region.
